I like Derek's thoughts above.  The biggest hurdle's I think you will have even before you get to talking about pay structure are:
1) Do you have the right people on the bus?
2) If you do what gaps are missing in skills as you move from a service orientated model to a sales model?  
I have been in both agency and corp environments and if the corp environment is slow to change and decision making the change management is what I would take on first, with staff and internal clients.  Be clear on the behavior you want on to reward so your comp plan supports it as Derek mentioned above.

					<description>My favoriate topic as well.  We have applied many Lean Six Sigma principles to our recruiting process.  We don't explicitly state to the huddled masses we are doing a "Lean Six Sigma" effort but in essence we are utilizing much in this area.  We have taken an end-to-end Process Management approach to our recruiting efforts.  I'm giving one of the Thursday breakout sessions at ERE about some of what we are doing. Would also love to chat with you about this during a break.
